我国在2016～2019年持续推进全民的海洋教育，尤其注重青少年的基础海洋教育工作。学校海洋教育和社会海洋教育都取得不同程度的进步，但仍然存在问题，如学校海洋教育中，高等学校海洋教育发展中地域不平衡、对学生和伦理情感的培育不够重视，基础海洋教育发展不充分；社会海洋教育中各教育主体发挥作用不充分、教育体系不完善、内陆地区海洋教育偏弱等。本报告还提出了学校海洋教育和社会海洋教育发展的建议，以推进海洋教育更合理地发展。
We will continue to promote Marine education for all，especially the basic Marine education for young people. Marine education in schools and society has made varying degrees of progress，but there are still problems. The development of Marine education in colleges and universities is unbalanced，the cultivation of ethics and emotion is neglected，and the development of basic Marine education is not sufficient. In the social Marine education，the main body of education plays an insufficient role，the education system is not perfect，and the Marine education in inland areas is weak. Finally，in view of the problems，the paper puts forward some Suggestions on the development of Marine education in schools and society，so as to promote the development of higher level of Marine education.
