This paper mainly discusses the development of Kurdish language education and its administration in Iraq. Different from some popular views at present，this paper emphasizes the historical elements of the rise of contemporary Kurdish language in the pre-modern period. The emergence of these historical elements is not only earlier than the influence of German romantic nationalism，but also earlier than the colonial rule of imperialism. Therefore，this paper refutes the views that overemphasize the elements of the state and the importance of imperialism.
