2022年,在地缘政治环境复杂、经济领域矛盾突出、全球和地区安全形势严峻等多重因素的作用下,日本加快在大洋洲地区的战略布局。除重视建立基于共同价值观的伙伴关系外,日本有意凸显框架下的双边合作拓展这一主张,试图在经济、防务等领域寻求更高水平的区域内联结,提升与相关国家政治合作的良性互促能力。日澳持续挖掘双边特别战略伙伴关系在具体实践领域如经济安全保障、高新技术领域的发展潜力,两国在签署《互惠准入协定》后迈入“准军事同盟”关系新阶段。日新两国持续挖掘双方合作的内生性动力,探索共同应对区域挑战的能力提升路径。日本与太平洋岛国的合作致力于稳固经贸往来并向多领域延伸,强调需求互补和信息畅通。未来,日本将进一步构建大洋洲范围内的国家安全网络,提高其区域影响力和话语权,追求实现交往层级跃升、对冲外部风险的战略目标,力求实现地区协调与战略同频,扩大日本在大国竞争态势下的区域战略空间。
In 2022,Japan accelerated its strategic layout in Oceania under the influence of multiple factors such as complex geopolitical environment,prominent economic contradictions,and intensifying global and regional security situation. In addition to attaching importance to the establishment of partnership based on common values,Japan intended to highlight the idea of expanding bilateral cooperation under the framework,seeking a higher level of intra-regional connectivity in economic,defense and other fields,and enhancing the benign mutual promotion of political cooperation with relevant countries. Japan and Australia continued to enhance the cooperation potential of the special strategic partnership in specific practices such as economic security guarantee and high and new technology. After the signing of the Reciprocal Access Agreement,the two countries entered a new stage of “quasi-alliance” relationship. Japan and New Zealand continued to tap the endogenous driving force of bilateral cooperation and explore ways to enhance the ability to jointly cope with regional challenges. The cooperation between Japan and pacific islands countries aimed to stabilize economic and trade exchanges and extend them to various fields,emphasizing complementary needs and unblocked information. In the future,Japan will further build a national security network within the scope of Oceania,improve its regional influence and discourse power,pursue the strategic goals of upgrading the level of communication and hedging external risks,strive to achieve regional coordination and strategic frequency,and expand Japan’s regional strategic space under the situation of great power competition.
