本文聚焦中国城市与新加坡开展的苏州工业园区、中新天津生态城、中新广州知识城与中新(重庆)战略性互联互通示范项目,分析四个城市非传统安全合作项目的成效与挑战。自落地以来,上述四个城市非传统安全合作项目取得了令人瞩目的成效,也是对接中新两国对外战略、调节两国外交关系的有效力量,同时也面临地方政策竞争、地方政府注意力资源配置等具有地方性特征的挑战。中新双方应继续完善不同层级地方政府多元合作治理体系、提升治理能力,从而推动以城市为代表的次国家行为体在国际非传统安全综合治理乃至全球治理议程中发挥更加积极有效的作用。
This paper focuses on the achievements of and challenges faced by four non-traditional security cooperation projects among Chinese cities and Singapore:Suzhou Industrial Park,the Sino-Singapore Eco-City,the Sino-Singapore Guangzhou Knowledge City and the China-Singapore(Chong-qing)Demonstration Initiative on Strategic Connectivity. Since their implementation,the above-mentioned four projects have achieved remarkable outcome and become an effective force to take on international strategies of the two states and adjust state diplomatic relations with informal institutions. Meanwhile,they also have to cope with local characteristics such as local competitions for preferential policies and the attention allocation of local governments. China and Singapore are expected to improve national governance system and enhance governance capacity so as to support cities in playing a more active and effective role in non-traditional security cooperation and global governance agenda.
