正在发生的数字技术变革通过改变国家间的互动,重塑着国际格局的宏观结构。本文聚焦国家和地区在数字化发展领域的互动,在拓展阿克塞尔罗德和本内特关于国家集聚的景观模型基础上,构建了“国际数字治理格局地图”模型。基于该模型并结合国际数字生态指数、联合国商品贸易统计数据库(UN Comtrade)和全球治理指数等,对世界主要国家在数字治理格局中的位置进行了计算模拟分析。研究发现,工业时代的国际格局在数字时代发展初期阶段仍然有一定程度的延续。研究将利益竞争和制度相容作为影响数字化发展领域国家间关系的两大因素予以考察,计算模拟显示,当主导国家间互动的影响因素是利益竞争时,中美在数字化发展中实现共生的可能性最大。
Digital technology revolution is reshaping the interactions between countries,and redefining the macro structure of international system. This paper concentrates on the interactions among countries and regions within the realm of digital development. We introduce an “International Digital Governance Configuration Map” model,which expands upon the Axelrod and Bennett’s Landscape Model of national agglomeration. Using this model,along with empirical data from sources such as the International Digital Ecology Index,the United Nations Trade Database,and the Global Governance Index,we calculate and simulate the position of major countries within the digital governance configuration. The study reveals that the international pattern observed during the industrial age continues to some extent during the early stages of the digital age’s development. The study examines interest competition and institutional consistency as two major factors affecting the interaction between countries in the realm of digital development. The computational simulations demonstrate that if the interest competition were to become dominant factor impacting interactions among countries,there would be an increased likelihood of symbiotic digital development between China and the United States.
