数字化发展已经成为影响国际发展新格局的重要变量。如何对国际数字化发展格局做出判断，是亟待研究的时代性议题。本文从数字生态的视角出发，提出了刻画国际数字生态的基本框架，包括数字基础、数字能力、数字应用和数字规制四个核心维度。根据这一框架，本文测算了国际数字生态指数，对各国数字化发展状况予以评估，并挖掘各国数字生态发展的不同结构模式。同时，本文通过研究数字化领域国家间互动关系网络，考察各国占据的结构位置和所受到的结构性约束程度，希望为我国制定相关发展战略提供参考依据。
The digital transformation has become an important variable influencing the new global development landscape. Understanding and assessing the international digital development landscape is an urgent and timely research topic. This article proposes a basic framework for depicting the international digital ecosystem from the perspective of digital ecology，including four core dimensions：digital infrastructure，digital capabilities，digital applications，and digital regulations. Based on this framework，the International Digital Ecological Index is calculated to evaluate the digital development status of various countries and explore different structural patterns in their digital ecosystem development. Additionally，by studying the network of interactive relationships among countries in the digital domain，the article examines the structural positions occupied by each country and the structural constraints they face，with the aim of providing reference for formulating relevant development strategies in our country.
