数字时代悄然来临，数字中国成为国家战略，而营造良好数字生态是建设数字中国的内在要求。基于数字经济、数字社会和数字政府等相关内涵及发展态势的研究，本文从数字基础、数字能力、数字应用三个维度构建衡量区域数字生态发展的测评体系，并创新性地运用大数据分析方法，依托全国领域内代表性机构通过海量数据研制的各项指标，运用熵值法综合测算得到中国数字生态指数2021。本文通过全面、深度刻画中国31个省级行政区和337个城市的数字生态发展水平、驱动模式、区域格局、发展韧性等基本情况，为各地发展数字生态、实施数字中国战略提供决策支持。
As the digital era quietly approaches，digital China has become a national strategy，and fostering a sound digital ecosystem is an inherent requirement for building a digital China. Based on research on the connotations and development trends of the digital economy，digital society，and digital government，a comprehensive evaluation system measuring the development of regional digital ecosystems is constructed from three dimensions：digital infrastructure，digital capabilities，and digital applications. By innovatively applying big data analysis methods and relying on massive data from representative institutions nationwide，sub-indexes are developed and a comprehensive calculation of China’s Digital Ecological Index for the year 2021 is conducted using the entropy method. Through a comprehensive and in-depth depiction of the development level，driving modes，regional patterns，and development resilience of digital ecosystems in 31 provincial-level administrative regions and 337 cities in China，this analysis provides decision-making support for the development of digital ecosystems and the implementation of the national strategy of a digital China at the local level.
