“十四五”规划纲要提出要通过构建数字规则体系营造良好数字生态。对此，有必要对良好数字生态的内涵予以阐释，从应然层面析出开放、健康、安全三大要求所蕴含的子要求。我国数字规则体系现已初具规模，但是存在开放要求落实不足、健康要求中的积极创新子要求落实不足等问题。我国数字规则体系的完善应充分因应开放、健康、安全的要求，通过形成具有国际竞争力的数字规则体系，构建符合中国发展利益的数字生态圈。
The 14th Five-Year Plan proposes to create a sound digital ecosystem by constructing a digital rules system. Therefore，it is necessary to clarify the connotation of a sound digital ecosystem and analyze the sub-requirements implied by the three main requirements：openness，health，and security. China’s digital rules system has made initial progress，but there are issues such as inadequate implementation of the openness requirement and insufficient implementation of the proactive innovation sub-requirements within the health requirement. The improvement of China’s digital rules system should fully respond to the requirements of openness，health，and security. By establishing a digitally competitive rules system and constructing a digital ecosystem that aligns with China’s development interests，a sound digital ecosystem can be achieved.
