上合组织于2021年9月正式启动接纳伊朗为其成员国的程序，开启了第二轮扩员进程。伊朗融入上合组织的过程历时多年，整体上在波动中前进。伊朗在发展经济合作、互联互通、地缘政治与安全层面存在很强的利益诉求，构成了伊朗加入上合组织的重要驱动力。伊朗加入上合组织对伊朗外交及上合组织发展都具有重要意义。再次扩员之后，上合组织的合作发展理念广泛传播，上合组织多领域合作前景广阔，欧亚战略合作又添动力，未来上合组织发展前景向好。
In September 2021，the SCO formally initiated the process of admitting Iran as a member state，marking the start of its second round of expansion. The integration of Iran into the SCO has been a years-long process，generally advancing amid fluctuations. Iran has strong interest demands in developing economic cooperation，connectivity，geopolitics，and security，which constitute the significant driving force behind its accession to the SCO. Iran’s entry into the SCO is of great importance to both Iranian diplomacy and the development of the SCO. Following this expansion，the SCO’s concept of cooperative development is widely disseminated，the prospects for multi-domain cooperation within the SCO are broad，adding momentum to Eurasian strategic cooperation，and the future outlook for SCO development is positive.
