The SCO is the most comprehensive international organisation regarding geographical coverage and population today. With the SCO’s continuous expansion，the organisation’s development potential has also increased. In recent years，against the backdrop of rapid technological innovation in cutting-edge science and technology，the bio-economy driven by biotechnology has shown a fast growth trend. As the fourth form of economic development after the agricultural，industrial，and information economies，the bio-economy has ushered in a critical period of development opportunities worldwide. The bio-economy involves industries such as bio-agriculture，bio-medicine，ecological protection，bio-safety，and bio-energy，which are widely distributed among SCO member states and have broad development prospects and cooperation potential. Bio-economy cooperation within the framework of the SCO should uphold the “Shanghai Spirit”，follow the core principles of global development initiatives，global security initiatives，and global civilisation initiatives，and take improving the well-being of the people in the region as its mission and task. Leveraging the driving force of bio-economy development and international cooperation，it will promote the construction of a community of shared future for the SCO.
