上海合作组织成员国政府首脑（总理）理事会第二十一次会议于2022年11月1日通过线上视频的方式召开。成员国政府首脑及代表、观察员国代表、本组织各机构负责人、会议主办国客人等参加了会议。在本次会议上，各成员国代表签署了《上海合作组织成员国政府首脑（总理）理事会第二十一次会议联合公报》。与会各方就经贸合作、粮食和能源安全、物流运输、货币结算、人文体育等方面的问题进行了沟通和协商。
The 21st meeting of the Council of Heads of Government（Prime Ministers）of the Shanghai Cooperation Organization Member States was held on November 1，2022，using an online video. Prime Ministers and representatives of the governments of member States，representatives of observer States，heads of SCO institutions，guests of the host country and other representatives attended the meeting. At the meeting，the representatives of the SCO member states signed the Joint Communique of the 21st Meeting of the Council of Heads of Government（Prime Ministers）of the SCO Member States. The participants communicated and consulted on economic and trade cooperation issues，food and energy security，logistics and transportation，currency settlement，culture and sports.
