北极科技装备的发展趋势与中国对策

为了争夺北极治理的话语权,各国都将科研活动作为北极参与的重要环节。而由于北极地理位置和气候环境的特殊性,在北极地区开展科研活动非常依赖以破冰船、通信系统、实验装备为代表的先进科技装备的支持,这使北极科技装备的竞争正在成为各国北极竞争的重要环节。当前,在破冰船领域,各国虽然都有雄心勃勃的破冰船建造计划,但整体进展缓慢,短期内难以打破俄罗斯的绝对优势地位。在通信系统领域,各国的需求与能力之间存在比较明显的差距,卫星通信和国际合作是未来一个时期各国北极通信系统建设的重点方向。在实验装备领域,装备的自主化、智能化趋势日益显现,这给了传统的北极科研弱势国家弯道超车的机会。对于中国而言,应在破冰船领域加强与俄罗斯的合作,以购买、租赁、联合建造等方式实现优势互补;在通信系统方面,在加强北斗系统的极地通信能力的同时,加强与欧盟国家的合作;在智能实验装备领域,继续加大投入,实现跨越式发展。

Abstract

In order to compete for the voice of Arctic governance,countries have made scientific research activities an important part of Arctic participation. Due to the special geographical location and climate environment of the Arctic,scientificresearch activities in the Arctic region rely heavily on the support of advanced scientific and technological equipment represented by Icebreaker,communication systems and experimental equipment,which makes the competition of Arctic scientific and technological equipment an important link in the Arctic competition among countries. At present,in the field of Icebreaker,although all countries have ambitious plans to build Icebreaker,the overall progress is slow,and it is difficult to break Russia’s absolute advantage in the short term. In the field of communication systems,there is a significant gap between the needs and capabilities of various countries,and satellite communication and international cooperation will be the key directions for the construction of Arctic communication systems in various countries in the future. In the field of experimental equipment,the trend of equipment autonomy and intelligence is increasingly evident,which provides opportunities for traditional Arctic research vulnerable countries to overtake on bends. As for China,it should increase cooperation with Russia in the field of Icebreaker,and achieve complementary advantages through purchase,lease,joint construction,etc;In terms of communication systems,while strengthening the polar communication capabilities of the Beidou system,we will also strengthen cooperation with EU countries;In the field of intelligent experimental equipment,continue to increase investment and achieve leapfrog development.
