浙江省海洋经济的高质量发展不仅对于本省的经济发展具有重要意义，在全国也有着重要的影响。本文基于五大发展理念对海洋经济高质量发展进行了定义，在此基础上建立了浙江省海洋经济高质量发展的指标体系，并采用熵值法对2008～2018年这11年间浙江省海洋经济发展质量的变化情况进行了分析，结果表明，决定浙江省海洋经济发展质量的因素依次为生态环境、科技水平、民生福利、产业状况和开放程度。据此，本文提出了浙江省海洋经济高质量发展的对策建议。研究成果可以为浙江省海洋经济的高质量发展提供智力支持，并为未来的相关研究提供借鉴。
The high-quality development of marine economy in Zhejiang province is not only of great significance to the economic development of Zhejiang province，but also has an important impact on the whole country. Based on the five development concepts，this paper defines the high-quality development of marine economy，establishes the indicator system of high-quality development of marine economy in Zhejiang province，and analyzes the changes of the quality of marine economic development in Zhejiang province in the 11 years of 2008-2018 by using the entropy method. The conclusion is that the factors that determine the quality of marine economic development are the ecological environment，the level of science and technology，and the people’s livelihood welfare，industrial status and openness. Therefore，the countermeasures and suggestions for the high-quality development of marine economy in Zhejiang province are put forward. The research results can provide intellectual support for the high-quality development of marine economy in Zhejiang province and provide reference for future research.
