海洋产业转型升级对于海洋强国战略的实现具有重要的意义。本文从国内外学者的研究出发，对海洋产业转型升级的概念进行梳理；从技术创新、金融支持、环境规制、产业集聚、经济发展水平等方面对海洋产业转型升级的动力因素进行分析；从过程和效果两个角度对海洋产业转型升级的测度指标进行归纳整理，过程角度从产业转型升级的方向和速度入手，效果角度从产业结构优化升级的两个方面，即产业结构合理化和高度化加以考虑；随后对海洋产业转型升级的路径进行概括，总结现有的海洋产业转型升级研究取得的进展与不足，最后指出未来的研究方向。
The transformation and upgrading of marine industry is of great significance to the realization of the strategy of marine power. Based on the research of domestic and foreign scholars，this paper combs the concept of marine industry transformation and upgrading. This paper analyzes the dynamic factors of marine industry transformation and upgrading from the aspects of technological innovation，financial support，environmental regulation，industrial agglomeration and economic development level. This paper summarizes the measurement indicators of marine industry transformation and upgrading from two aspects of process and effect. The process angle starts with the direction and speed of industrial transformation and upgrading，and the effect angle considers the two aspects of industrial structure optimization and upgrading，namely，rationalization and upgrading of industrial structure. It also summarizes the path of marine industry transformation and upgrading，summarizes the progress and shortcomings of the existing marine industry transformation and upgrading research，and finally points out the future research direction.
