国家文化公园是《中华人民共和国国民经济和社会发展第十三个五年规划纲要》《国家“十三五”时期文化发展改革规划纲要》确定的国家重大文化工程。坚持“保护第一”是长城国家文化公园建设确定的基本原则，而“保护传承工程”是国家文化公园首要的建设任务。本报告聚焦“保护”，以长城国家文化公园建设“保护传承工程”确定的工作任务为参照，梳理各地在实施长城国家文化公园中的实践，总结长城国家文化公园保护传承工程的实施成效，评估分析长城国家文化公园建设存在的问题，并提出下一步工作建议。
The National Cultural Park is a significant national cultural project designated in The Outline for the 13th Five-Year Plan for Economic and Social Development of the People’s Republic of China （2016-2020） and The Outline for the 13th Five-Year Plan （2016-2020） on Cultural Development and Reform. The Great Wall National Cultural Park is constructed with the principle of “protection first” in line with the primary requirement of constructing a national cultural park for the purpose of protecting and inheriting cultural heritage. This report focuses on “protection”，based on the tasks set for the construction of the Great Wall National Cultural Park—the project to protect and inherit cultural heritage，reviews the practices of its construction in different regions，summarizes the effectiveness of its implementation，evaluates and analyzes the problems during its construction，and puts forward proposals for the next step.
