Climate change is now a widely discussed topic of international concern. In the field of World Heritage，the development of climate change theories and practices has been a long process. This report summarizes the history of the theoretical development and practice of World Heritage protection in the context of climate change. It concludes that since the completion of the First Assessment Report of the Intergovernmental Panel on Climate Change（IPCC），heritage protection has been relatively isolated from the overall climate change system. The heritage community has not yet developed a unified understanding of climate change. As climate change increasingly affects World Heritage sites，the community responsible for their protection has intensified its efforts to understand and address these issues. The Operational Guidelines for the Implementation of the World Heritage Convention have been revised by the World Heritage Committee，based on the Policy Document on Climate Action for World Heritage. The Committee has also made adjustments to the working procedures and mechanisms for World Heritage protection. Currently，the international heritage community is actively reflecting on and recognizing the impact of climate change on World Heritage sites. To meet China’s unique national conditions，it is important to keep up with the international response to climate change and develop a response system that incorporates international vision and in-depth experience while meeting the actual needs of China’s heritage sites.
