中国世界文化遗产2021~2022年图斑监测数据分析

我国世界文化遗产普遍受到城市建设、商业开发、旅游压力、气候变化等多重因素的影响,依靠传统的人工巡查方式已无法满足新时代遗产保护要求。自2018年起,中国世界文化遗产中心运用卫星遥感技术开展中国世界文化遗产地遥感监测工作,并在中国世界文化遗产监测预警总平台上发布变化图斑信息。2022年监测结果显示,25处遗产地开展遥感监测的遗产地的图斑变化虽仍以人工地物为主,但正面变化图斑数量较多,在一定程度上凸显遗产保护工作在提升人居环境、满足人民日益增长的美好生活需求等方面的作用。本报告建议国家和地方双向推动法律体系建设、沟通共享机制完善、加快科技创新,进一步提升遥感监测工作效能,严格保护遗产的突出普遍价值。

Abstract

China’s World Cultural Heritage is widely affected by factors including urban construction,commercial activities,tourism pressure,climate change,and more. To meet the requirements of heritage protection in the new era,traditional on-site inspections are no longer sufficient. Since 2018,the World Cultural Heritage Center of China has utilized satellite remote sensing technology(RS technology)to monitor China’s World Cultural Heritage and has published RS images on the Monitoring and Early Warming Platform for China’s World Cultural Heritage. The 2022 remote sensing monitoring results indicated that although man-made features still dominated in 25 heritage sites,the number of RS images that showed positive changes was higher,which to some extent highlighted the role of heritage protection in improving the human environment and satisfying people’s growing demand for a better life. This report suggests that national and local governments should advance the development of legal systems,improve communication and exchange mechanisms,accelerate scientific and technological innovation,further enhance the effectiveness of remote sensing monitoring,and strictly protect the Outstanding Universal Value of cultural heritage.
