在第八次国务院机构改革方案的带动下,我国世界文化遗产保护管理机构经历了持续的调整与变革,2022年度有10.26%的机构发生性质转变。机构改革实施后,我国世界文化遗产保护管理机构的从业人数虽有所减少,但专业技术人员比例和学历层次有所提高,本科及以上学历的从业人员占比达到45.31%,专业技术人员占比达到27.04%。2022年度的行业培训仍以线上为主,培训规模减小,但深度有所增加,同时引入了世界遗产管理和遗产影响评估方面的最新理念。在新时代文物工作要求下,展示阐释和防灾减灾得到进一步重视,这一变化在行业培训主题和机构经费支出方面有所体现。
China’s institutions responsible for protecting and managing World Cultural Heritage have undergone continuous adjustments and changes,driven by the eighth round of the State Council’s institutional reform plan launched in 2018. As a result of the reform,10.26% of institutions changed their nature in 2022. The percentage of professional and technical staff,as well as practitioners with higher education has increased in these institutions,despite a decrease in their total number. Specifically,27.04% of the personnel are experts or technicians,and 45.31% of the practitioners hold a bachelor’s degree or higher. In 2022,professional trainings in heritage management were mainly conducted online. Albeit on smaller scales,the training courses introduced the latest concepts in World Heritage management and heritage impact assessment,making the participants more informed and educated. The guidelines for heritage work in the new era further emphasized the exhibition,interpretation,disaster prevention and mitigation of cultural properties. These priorities were reflected in the thematic training programs and institutional expenditures.
