2022年,是《保护世界文化和自然遗产公约》(以下简称《世界遗产公约》)通过50周年。联合国教科文组织落实10年战略行动,加强遗产风险管理,积极应对气候变化,促进遗产可持续利用。同时,党的二十大报告强调“加大文物和文化遗产保护力度,加强城乡建设中历史文化保护传承,建好用好国家文化公园”。在此背景下,全国遗产保护形势总体较好,申遗与预备名单培育工作有序开展,国家战略驱动遗产保护法治建设,遗产保护专业力量趋于稳定。但中国世界文化遗产保护工作也面临保护管理规划滞后、遗产地建设压力增大、部分严重病害趋于恶化、经费分配不平衡、考古成果转化与价值阐释不足等挑战。下一步,中国应进一步提升国际话语权;各级政府应落实遗产保护主体责任,做好政策与资源支持。各遗产地保护管理机构应加强监测机构与技术体系建设,加快研究成果转化,重点加强古遗址类遗产价值阐释传播。
The year 2022 mark the 50th anniversary of the adoption of the World Heritage Convention. Over the past decade,UNESCO has implemented the Strategic Action Plan for the Implementation of the World Heritage Convention 2012-2022,to strengthen heritage risk management,respond proactively to climate change,and promote the sustainable use of heritage. And in China,the Report to the 20th National Congress of the Communist Party of China highlighted that “We(China)will put more effort into protecting cultural artifacts and heritage,better protect and preserve historical and cultural heritage in the course of urban and rural development,and build and make good use of national cultural parks”. Due to these efforts,the protection of cultural heritage in China is performing well:The heritage nomination and Tentative List updating mission are proceeding as planned. The legal construction in heritage protection is being advanced by national policies,and the professional capacity of heritage protection remains stable. However,China’s World Cultural Heritage protection faces many challenges,such as inadequate planning for protection and management,increasing pressure on heritage site construction,severe deterioration of heritage sites due to diseases,unbalanced distribution of financial resources,and limited valorization of archaeological achievements and insufficient interpretation of heritage values. In the next step,China should strive to strengthen its voice in international affairs. Governments at all levels in China should assume their principal responsibilities for heritage protection and provide full support in terms of policies and resources. Local institutions responsible for managing World Cultural Heritage sites should prioritize the development of monitoring facilities and technical systems,expedite the implementation of research findings,and enhance the interpretation and popularization of the cultural significance of World Cultural Heritage sites,especially those with archaeological value.
