Setting up the marine national laboratory can perfect the decision-making mechanism，organization mode，and elements configuration of Chinese technology innovation. Some world well-known marine national laboratories in the United States，the European Union，Japan and other developed countries have many common characteristics，such as strong comprehensive subject，reasonable structure，high equipment level of talents，perfect innovation mechanism. Recently，Qingdao National Laboratory for Marine Science and Technology （QNLM） has made some progress in management structure perfecting，researching public platform building，talent team construction，global Marine science and technology innovation network construction. In the future，QNLM should be closely around the steering and core function positioning，lead international targets，expand into the deep ocean，optimize the governance structure，speed up the pace of “going out”.
