本文梳理了国内外空间规划发展历程、实践和成效，总结出空间规划对海洋经济发展具有至关重要的作用，并以海南省国土空间规划的海洋空间为基础，从海域使用现状和海洋功能区划分允许使用的海域空间资源等方面分析评价海南省海洋国土空间开发强度。研究结果表明，一是海域开发资源效应指数与各市县确权海域面积和管辖海域总面积相关，海洋国土空间开发强度与海洋经济发展产生正影响有一定的相关性，在国土空间资源承载力范围内，海洋国土空间开发强度越高，海洋经济发展也较快；二是国土空间规划对海洋经济的引导作用非常明显，得到政策保障的海洋产业发展水平较高。因此，本文从陆海统筹、生态文明建设、国土资源用途管控、优化空间布局等四个方面提出了国土空间规划引导海洋经济高质量发展的对策建议，从而推动海洋经济向循环模式转变、推进陆海经济一体化发展、拓展深远海利用空间、促进海洋经济转型升级。
This paper analyzes and evaluates the marine territorial space development intensity of Hainan Province based on the marine space in the territorial space planning of Hainan Province，in terms of the current situation of sea area use and the marine space resources allowed to be used by the division of marine functional zones. The results show that the level of the index of the effect of sea area development resources is related to the area of the confirmed sea area and the total area of the jurisdictional sea area in each city and county，and the intensity of marine land space development has a positive impact on the development of marine economy，and the higher the intensity of marine land space development，the faster the marine economy development. Therefore，by summarizing and analyzing the policy guiding role of land and space planning on marine economy，we propose countermeasures and suggestions for land and space planning to guide the high-quality development of marine economy，so as to promote the transformation of circular marine economy model and advance the integrated development of land and sea economy.
