当前，世界各国对海洋经济发展高度重视，我国针对海陆统筹发展工作也出台了许多相应的政策规划。本报告通过分析中国典型沿海省市陆海经济统筹与协同发展现状，厘清陆海经济统筹与协同发展影响因素：一方面，产业结构方面战略性新兴产业发展水平、临海产业的发展、海洋产业结构同质化以及海洋产业链的长度都会对陆海经济协同发展产生影响；另一方面，空间布局、海洋资源环境承载率也是关键影响因素。另外，从产业相对优势度、产业结构偏离度、产业结构协同演进系数角度对陆海经济统筹与协同发展情况进行了测算及对比分析，为科学制定陆海经济统筹与协同发展、绿色发展战略性规划提供一定参考。
At present，countries all over the world attach great importance to the development of marine economy，and China has also issued many corresponding policies and plans for the integrated development of sea and land. By analyzing the current situation of land and Sea economic overall planning and coordinated development in typical coastal provinces and cities in China，the influencing factors of land and Sea economic overall planning and coordinated development is clarified. On the one hand，the development level of strategic emerging industries in the industrial structure，the development of coastal industries，the homogenization of marine industrial structure and the length of marine industrial chain will all have an impact on the coordinated development of land and sea economy；On the other hand，spatial layout and marine resources and environment carrying capacity are also key factors；Finally，it calculates and compares the overall planning and coordinated development of land and sea economy from the comparative advantage of industry，the deviation of industrial structure and the coevolution coefficient of industrial structure，so as to provide some reference for scientifically formulating the strategic planning of overall planning and coordinated development of land and sea economy and green development.
