本文紧密结合海洋经济的特点以及高质量发展的内在要求,将资源的刚性约束与环境负效应纳入海洋经济技术进步的核算体系当中,构建考虑非期望产出的EBM模型和GML指数模型,探究中国沿海地区海洋经济绿色技术进步水平。研究发现:中国海洋经济绿色技术进步呈现收敛趋势,且不同时期各地区收敛速度存在差异。样本期内中国沿海地区海洋经济累积相对绿色技术进步率随时间推移呈现波动上升趋势,并在“十一五”期间呈现南北地区数值较低、中部地区数值较高的现象,然而进入“十二五”之后,该指标数值较高的地区大部分集中于北部沿海地区。
Closely combined with the characteristics of marine economy and the internal requirements of high-quality development,this paper incorporates the rigid constraints of resources and the negative effects of environment into the accounting system for technological progress of marine economy,constructs EBM model and GML index model considering the undesired output,and explores the level of green technological progress of marine economy in China’s coastal regions. The study found that during the sample period,the green technological progress of China’s marine economy showed a trend of convergence both overall and regionally,and the convergence rate of coastal areas was different in different periods. The rate of green technological progress in China’s marine economy has shown a steady upward trend. Among them,during the “Eleventh Five-Year Plan” period,this indicator showed a lower value in the north and south regions and a higher value in the central region. However,after entering the “Twelfth Five-Year Plan” period,most of the regions with higher value of this indicator were concentrated in the northern coastal provinces and cities.
