Marine economy is an important carrier for us to promote the transformation of old and new kinetic energy，the cultivation of economic development growth pole and the expansion of growth space. Therefore，make good use of these capabilities of marine economy to promote the high-quality development of regional economy has become our goal. At present，there is no consensus in the academic circles on the construction of index system for high-quality development of marine economic enabling regions. According to the characteristics of marine economy and various marine related activities，this paper temporarily summarizes the high-quality development of marine economy enabled areas as the key points of strong marine scientific and technological innovation ability，large coordinated development and radiation ability with other regions，good energy for industrial structure transformation and new and old kinetic energy transformation，priority of ecological and environmental protection concept，and high happiness index of coastal villages，Taking Qingdao Blue Valley radiating the hinterland of Jimo as an example，this paper explores the strategy of high-quality development of marine economic enabling region.
