海洋科研教育管理服务业是海洋第三产业中的重要支柱。进入21世纪以来，中国的海洋科研教育管理服务业步入快速发展车道，并在海洋经济产业中占据越来越重要的地位。本报告梳理了我国海洋科研教育管理服务业的发展现状，并结合新时代经济发展特点，系统梳理了其发展优势和制约因素，并运用自回归移动平均模型、分数阶预测模型等预测方法，对该行业未来的发展潜力和发展趋势进行评估。同时，从科研、教育、环境治理和行政管理四个维度，为提升我国海洋科研教育管理服务产业的发展水平提出建议，旨在为相关产业发展提供参考意见，助力中国海洋事业高质量发展。
The marine scientific research，education，management and service industry is an important pillar in the marine tertiary industry. Since the beginning of the 21st century，China’s marine scientific research，education，management and service industry has entered a rapid development lane，and has occupied an increasingly important position in the marine economic industry. Based on the analysis of the current situation of the marine scientific research，education，management and service industry，this report summarizes the development status of marine scientific research，education，management and service industry in China. Combined with the characteristics of economic development in the new era，the advantages and constraints of the development of the industry are systematically sorted out，and the future development of the marine scientific research，education，management and service industry in China is comprehensively predicted and prospected by using autoregressive moving average model，fractional prediction model and other prediction methods. At the same time，from the four dimensions of scientific research，education，environmental governance and administrative management，suggestions are put forward to improve the development level of China’s marine scientific research，education，management and service industry，aiming to provide reference for the development of relevant industries，and help China’s Marine industry to further high-quality development.
