自2011年叙利亚危机爆发以来的十年里,西方国家对叙利亚制裁经历了频繁制裁、相对停滞和逐渐加码的三个阶段。形式多样、范围广泛的制裁旨在推翻“反美的阿萨德政权”。然而,伴随着叙利亚政治局势企稳,西方国家制裁虽然未能推翻阿萨德政权,但是使叙利亚深陷一系列社会经济等危机。同时,制裁还会成为叙利亚国内重建和国际社会对叙开展重建援助工作的重大障碍。
During the ten years of the Syrian crisis from 2011 to 2021,Western countries’ sanctions on Syria have gone through three stages:frequent sanctions-relativestagnation-and gradual increase. Various forms and wide-ranging sanctions are aimed at overthrowing the “anti-American Assad regime”. However,with the stabilization of the political situation in Syria in 2021,sanctions not only failed to overthrow Assad regime,but also plunged most Syrian people into a series of social crises. Therefore,sanctions not only aggravate the social crisis in Syria,but also become a stumbling block for Syria and the international community to participate in post-war reconstruction. The sanctions imposed on Syria by American and Western countries will become a major obstacle for Syria to restructure its economy.
