According to the evaluation of some experts and the main indicators of social and economic development，2020 has become the most difficult time for Kazakhstan’s economy in recent 20 years. The pandemic’s impact on the economy exceeds those of the economic crises in 2008 and 2015. In general，in the case of the pandemic and the global economic slump，the ensuing market fluctuation of raw materials is striking，and it weakens domestic economic vitality，suggesting that it is necessary to further improve the management system and structure of the government，project and implement govenment plans and perform the major government functions. Despite the tremendous negative impacts brought by the pandemic and the global economic sluggish，in the medium term，the strategic goals of Kazakhstan’s national policy are still developing a well-being society，promoting the nation’s stable development and building competitive economy on the foundation of enhancing everyone’s welfare based on personal labor.
