作为世界上最易受到气候变化影响的国家之一,自20世纪90年代末以来,马来西亚对气候变化的敏感性和脆弱性呈现出了明显的上升态势。尤其在2021~2022年,马来西亚南部发生的洪涝灾害不仅对当地居民的人身安全构成威胁,更对马来西亚的粮食种植、能源输送和社会稳定等多方面造成了极大的消极影响。在气候变化威胁日益增大的情况下,马来西亚政府积极应对气候变化问题,接连推出了多项气候治理相关政策,以帮助马来西亚应对气候变化带来的安全挑战。2022年《国家能源政策》的推出不仅象征着马来西亚在新阶段下气候治理的目标,更为中马两国气候治理合作提供了广阔空间。
As the world’s most vulnerable country to climate change,Malaysia’s sensitivity and vulnerability to climate change have been on the rise since the late 1990s. In particular,the floods in southern Malaysia in 2021-2022 has not only posed a threat to the safety of local residents,but will also had a significant negative impact on food cultivation,energy delivery and social stability in Malaysia. The launch of the National Energy Policy 2022 is a symbol of Malaysia’s climate governance goals in this new phase,and furthermore provides a broad scope for cooperation between Malaysia and China on climate governance.
