“青蛙政治”近年来成为马来西亚政坛挥之不去的阴霾,多起由议员跳槽引起的政治风波对该国政局稳定造成了严重破坏。2022年10月,马来西亚通过修宪颁布《2022年联邦宪法(修正)(第3号)法令》(即“反跳槽法”)。这部“反跳槽法”对议员的跳槽行为做出限制,是制约“青蛙政治”的有力举措,对该国政治及社会发展将产生重要影响。但是,这部法令仍存在不尽完善之处,实施也有一定难度,长期效果尚待观察。
The “frog politics” has become a lingering gloom in Malaysian politics in recent years,and a number of political turmoils caused by MPs’ party-hopping have caused serious damage to the country’s political stability. In October 2022,Malaysia enacted the Federal Constitution(Amendment)(No.3)Act 2022(the “Anti-Hopping Party Law”)through a constitutional amendment. This “Anti-Hopping Party Law” restricts the “hopping” of MPs’,which is a powerful measure to restrain “frog politics” and will have a significant impact on the country’s political and social development. However,there are still some imperfections in this law,and its implementation is difficult,so the long-term effect remains to be seen.
