This study starts from observing the harm of “decoupling” to the US economy and the global economy，and sorts out the semantic changes of “decoupling” and “de-risking” in the past few years. From a semantic point of view，“de-risking” seems to be more euphemistic and vague than “decoupling”，but this intentional ambiguity can play a role in covering up differences and reconciling interests between the United States and its allies. For the United States，“de-risking” is sufficiently vague in its policy content and flexible enough；for U.S. allies，they do not want to be economically separated from China like the United States. However，China has an important market position for all countries around the world. “decoupling” and “de-risking” are both illusions. Persistent “de-risking” will not only sacrifice the interests of other countries and increase global market risks，but also increase the risk of the United States and its The involvement of allies in geopolitical turmoil has increased the risk of global geopolitical conflicts，and the resulting racial discrimination will also backfire on American society. European and American countries should shoulder the responsibility of preventing risks brought about by their own policies. They should not just blame other countries for risks，let alone use risks as an excuse to adopt protectionist and confrontational policies. All countries should be united to pay attention to the common risks faced by human society，such as economic crises，debt crises，network security，ecological risks，etc.，and avoid politicizing risks.
