本研究从FDI供应企业和国内需求企业双视角,采用多案例复制法,以确保客观,系统归纳了中国基础电信市场对外开放长期和近期的重要限制因素,以为决策部门和市场参与企业提供决策依据。结果显示中国基础电信市场对外开放进入了2.0时代,主要特征是在移动通信转售企业发展出现严重瓶颈的背景下,引入外商有利于转售企业的资本补充、产品差异化、企业国际化和品牌形象的建立,以及倒逼监管体系完善,保障市场公平,达到互利共赢。
This study summarizes the long-term and short-term market entry barriers of China’s basic telecommunications from the perspective of FDI supply and demand enterprises,which aims to provide decision-making basis for decision-making departments and market participants. Multi-case analysis is applied to ensure the objectivity of the quantifying process. Results indicate that the market opening of China’s basic telecommunications has entered the era of 2.0. Against the background of serious bottlenecks in the development of mobile resale enterprises,the introduction of foreign investors is conducive to the capital supplement,product differentiation,internationalization of enterprises and the establishment of brand image of resale enterprises,as well as the improvement of regulatory system to ensure market fairness and achieve mutual benefit and win-win results.
