近几年国内经贸环境积累的问题与国际经贸环境恶化叠加，使外贸企业陷入了困境，各级政府为此做出了许多政策安排。这些政策和措施效果是一个值得探讨的问题。为此，本报告对广州有代表性的外贸企业进行实地考察，主要围绕国内外经贸环境变化对外贸企业的影响进行访谈。本报告对其结果进行分析，发现以下问题：中美贸易摩擦对部分行业有一定影响，企业经营成本居高不下，社会保险费用负担比较重，人民币汇率变化影响较大，融资成本高昂，近几年的优惠政策对企业影响不大，部分外贸企业有减产、停产和迁移等倾向。针对这些问题，本报告提出了切实降低外贸企业负担、应对经贸环境变化的政策建议，重点是把中央及地方政府有关优惠政策落到实处，切实改善营商环境，减轻外贸企业负担，降低经营成本和制度成本，帮助外贸企业渡过难关。
The problems of domestic economic and trade environment accumulation and the deterioration of international economic and trade environment in recent years，put foreign trade enterprises （Also called FTE） in a dilemma，Governments at all levels have made many policy arrangements for this purpose. The effect of these policies and measures is a problem worth discussing. Therefore，some representative FTE are selected in Guangzhou for field visits and inspections. Mainly problem are talked about the domestic and foreign economic and trade environment changes on the impact of FTE to conduct interviews. Through collation and analysis，Some problems were found as follow：Sino-US trade frictions have a certain impact on some industries，business costs remain high，the burden of social insurance costs is heavy，the change of RMB exchange rate has a greater impact，financing costs are high，preferential policies in recent years have little impact on enterprises，and some FTE tend to reduce production，stop production and migrate. In view of these problems，Policy suggestions on reducing the burden of FTE and coping with the changes of economic and trade environment are put forward. The key point is to put the relevant preferential policies of the central and local governments into effect，improve the business environment，reduce the burden of FTE，reduce operating costs and institutional costs，and help FTE tide over difficulties.
