技术规格书是核电厂正常运行期间确保公众和工作人员安全必须遵守的最低技术规则，是保证核电厂运行严格遵守设计的重要依据，大亚湾核电厂在原法系技术规格书体系上结合国内外最新的实践，完成了中系技术规格书的编制和应用，是我国核电厂核安全管理自主化发展道路上的一项重大成果，也是我国从核电大国向核电强国迈进的一个重要里程碑。本报告主要回顾了中系技术规格书的编制背景、文件体系、配置风险管理和维修规则的配套应用、项目管理等，研究总结了中系技术规格书的创新与实践。大亚湾中系技术规格书的成功上线对推进我国核电技术自立自强、助力完善我国核安全技术标准体系、加强核电厂核安全管理等方面具有重要意义。
Technical Specification（TS）is the minimum requirement for nuclear safety during normal operation. The technical specification has been optimized refer to American standard technical specification and based on previous French standard technical specification experiences in Daya Bay nuclear power plant. The Chinese technical specification files for nuclear safety management has been established for M310 and CPR1000 pressurized water reactor. This report reviewed the background、process and optimizing approach、innovation practices about technical specification project，and summarized supporting documents application include configuration risk management and maintenance rule，etc. The success of the new technical pacification application in Daya-Bay nuclear power plant has contributed to the domestic nuclear safety management technology development and nuclear safety technology standardization，which in result to enhanced the nuclear safety management.
