核事业的安全有序发展离不开国家的严格管理和有效监管。本报告系统梳理了我国核法律体系现状及面临的问题，针对我国核能发展对核立法工作的迫切需求，分析提出了加快我国核法律体系建设的指导思想、基本原则、工作目标、立法思路，并进一步提出了相关工作建议：尽快出台原子能法；制定核立法专项计划，有序推进核法律体系建设；研究加入核责任国际公约的可行性，加强涉外核法律体系建设；建立协调机制，形成不断完善核法律体系的常态化工作机制。
The safe and orderly development of the nuclear industry cannot be achieved without strict national management and effective supervision. This report systematically reviews the current status and problems of China’s nuclear legal system. In response to the urgent need for nuclear legislation in China’s nuclear energy development，this report analyzes and proposes guiding principles，basic principles，legislative ideas to accelerate the construction of China’s nuclear legal system，and further proposes the prompt introduction of the Atomic Energy Law；develop a special plan for nuclear legislation and orderly promote the construction of the nuclear legal system；study the feasibility of joining the International Convention on Nuclear Liability and strengthen the construction of the foreign-related nuclear legal system；establish a coordination mechanism and form a normalized working mechanism for continuously improving the nuclear legal system.
