Tsunami to Mura (Tsunami and Villages),by Yamaguchi Yaichiro (1902-2000),a classic of tsunami reconstruction research,begins with a description of Kobuchi Beach on the Oshika Peninsula in Ishinomaki. Ten years after the Great East Japan Earthquake,a walk along the beach reveals that the rubble and debris are still visible,and the restoration of the roads for daily life is still in progress,but the small fishing port and fish processing plant are full of life. On the Oshika Peninsula,many beaches are in danger of disappearing as they have been stripped of their habitable areas due to the designation as disaster risk zones. How is the management of Kobuchi Beach being restored?How has the distinctive “reproduction of fishing households” style the Beach evolved over 50 years and three generations helped it overcome the oil crises of the 1970s and the 200 nautical mile regulation launched in 1977 and allowed it to cope with the disaster of the Great East Japan Earthquake and Tsunami?The study draws on interview data from the Beach to decipher its “process of ingenuity and resilience”.
