自2018年中央经济工作会议上首次提出“新基建”概念以来，中央多次对新基建作出重要部署，已形成较为体系的新基建布局。本文结合基础设施发展历史规律总结了新基建的内涵，认为新基建是人类迈向知识文明时代的重要公共基础设施，具有平台阶升性；梳理了国家围绕新基建的最新战略布局；分析了我国信息基础设施、融合基础设施以及创新基础设施的最新发展情况；研判了当前面临的主要问题和挑战。本文提出，新基建应坚持整体布局原则，倡导需求场景牵引，发展共建共享模式，加强核心技术攻关，强化安全防护，安全有序落实国家新基建的战略蓝图。
Since the concept of “new infrastructure” was first proposed at the Central Economic Work Conference in 2018，the central government has made significant deployments regarding new infrastructure and formed a relatively systematic layout. This article summarizes the connotation of new infrastructure from the view of the infrastructure development history，considering it as an important public foundation for humanity’s advancement into the era of knowledge civilization，with the potential for platform-level advancement. The article also reviews the latest strategic layout of the country regarding new infrastructure，analyzes the recent developments in information infrastructure，integrated infrastructure，and innovative infrastructure in China，and assesses the main problems and challenges currently faced. The article proposes that new infrastructure should adhere to the principle of overall layout，advocate demand-driven scenarios，promote collaborative construction and sharing，strengthen core technological breakthroughs，enhance security protection，and ensure the secure and orderly implementation of the national new infrastructure strategic blueprint.
