日本在推进开放政府数据利用方面的政策措施颇具代表性，深入探究日本相关经验有助于为我国深化开放政府数据的利用与价值产出提供借鉴。本文在构建生态系统视角下开放政府数据利用保障机制分析框架的基础上，系统梳理了日本开放政府数据利用实践的内容和特点。分析发现，日本政府推进数据开放利用的综合措施从供给方、需求方及环境因素的协同关系出发，结合现实国情，发展出央地互动保障供给、兼顾多元利用者需求、利用导向的开放政府数据生态环境培育三个特点。本文进一步讨论了日本实践经验在我国社会背景下的适用性，提出搭建以制度建设为保障、以利用者需求为导向、以多元互动结构为基础的开放政府数据利用生态体系的建议。
Japan is representative in promoting the use of open government data. A thorough study of Japan’s relevant experience will help to provide reference for China to deepen the use of open government data. Based on the analysis framework of the safeguard mechanism of open government data utilization from the perspective of ecosystem，this paper systematically analyzes the content and characteristics of the safeguard mechanism of open government data use in Japan. According to the analysis，the comprehensive measures taken by the Japanese government to promote the utilization of open data start from the synergistic relationship between the supplier side，the demand side and the environmental factors，and combine with the actual national conditions to develop three practical features：central and local interaction to guarantee the supply，taking into account the needs of multiple users，and cultivating the ecological environment of open government data for value-added utilization. This paper further discusses the applicability of Japan’s experience under Chinese social context，and provides suggestions on building an ecological system for open government data utilization.
