The objective of this paper is to empirically examine the effect of Government WeChat on goal displacement of government performance,and explore the interactions of Government WeChat and Five-Year Plan. An empirical study,basing on dynamic panel data from thirty-one provincial governments and provincial governors,using System Generalized Methods of Moments,was conducted. Meanwhile,we take adoption or not,adoption cycle,and have online government service or not as proxy variable of Government WeChat;we also take Five-Year Plan as the moderator variable. The results show that adoption of Government WeChat has negative effect on goal displacement of government performance,but not significant statistically,and the governmental service provided by Government WeChat has no significant effect on goal displacement of government performance,and the adoption cycle of Government WeChat has significant positive effect on goal displacement of government performance. The results also suggest that interaction of Government WeChat and Five-Year Plan has negative moderating effect on goal displacement of government performance.
