数字经济是黄河流域生态保护和高质量发展先行区建设的重要引擎和动力支撑。本报告基于税收视角，运用税收数据、发票数据和地区经济数据，重点分析宁夏数字经济产业发展的现状和特征，总结现阶段宁夏在产业规模、税源结构、产业链布局以及数字经济生态方面取得的成绩和存在的不足，提出突出比较优势、引导有效投资、挖掘数据要素价值、优化营商环境、构建“东数西算”数字经济生态联盟等推动宁夏数字经济高质量发展的政策建议。
Digital economy is an important engine and power support for the construction of the ecological conservation and high-quality development of the Yellow River Basin. Based on the perspective of taxation，the report applies tax data，invoice data and regional economic data，focuses on analyzing the current situation and characteristics of the development of the digital economy industry in Ningxia，summarizes the achievements and shortcomings of Ningxia in terms of the industrial scale，the structure of the tax source，the layout of the industrial chain，and the ecological aspects of the digital economy，and puts forward policy recommendations to promote the high-quality development of the digital economy in Ningxia，such as highlighting the comparative advantages，guiding the effective investment，tapping the value of the data elements，optimizing the business environment，and building the Channel computing resources from the east to the west digital economy ecological union.
