随着区域贸易协定和“一带一路”倡议的纵深推进及广东经济转型升级步伐加快，促进广东服务贸易高质量发展成为推进产业供给侧结构性改革、推动新一轮高水平对外开放的关键动力。本报告基于IMS、TC、RCA、NRCA以及CA五个指数测算了广东服务贸易的整体竞争力水平，并结合广东服务贸易发展所具有的特征与变化趋势，找出其主要的影响因素。在此基础上，指出广东服务贸易高质量发展中的主要问题，如核心技术依赖进口、制度改革进程缓慢和人才培养体系单一等，并进一步提出促进广东服务贸易高质量发展的对策建议，包括以“互联网+服务”形成新的出口支撑点、以上下游配套服务延伸产业链条以及加快服务贸易创新发展试点的建设等。
With the implementation of RCEP and the Belt and Road Initiative，and the acceleration of Guangdong’s economic transformation and upgrading，promoting the high-quality development of Guangdong’s service trade has become the key driving force to promote the industrial supply side structural reform and promote a new round of high-level opening-up. This report first measures the overall level of Guangdong’s service trade based on IMS，TC，RCA，NRCA and CA，and combining with the characteristics and changing trend of Guangdong’s service trade development，to find out its main influencing factors. On this basis，it points out the main problems in the high-quality development of Guangdong’s service trade，and further puts forward policy suggestions to promote the high-quality development of Guangdong’s service trade.
