粤港澳大湾区经贸合作关键在于创新合作，提升科技成果转化能力是实现经济高质量发展的重要举措。本报告对粤港澳大湾区2001～2020年贸易和技术创新的概况进行梳理，分析了贸易促进技术创新过程中存在的湾区内部协同发展格局尚未形成、创新成果转化能力不足以及营商环境不完善等问题；并提出了建设更高水平开放创新型经济体制、发挥政府职能以构建良好营商环境以及加快高质量人才引进和人才培养、加快建设湾区人才高地等建议。
As an important gateway to China’s opening up，deepening innovation cooperation in the Guangdong-Hong Kong-Macao Greater Bay Area and enhancing its ability to transform scientific and technological achievements are important measures to achieve high-quality economic development. This report summarizes the general situation of trade and technological innovation in the Guangdong-Hong Kong-Macao Greater Bay Area from 2001 to 2020，and analyzes the problems existing in the process of trade promoting technological innovation，such as the lack of coordinated development pattern within the Guangdong-Hong Kong-Macao Greater Bay Area，insufficient ability to transform innovation achievements and imperfect business environment. It also puts forward suggestions on building an open and innovative economic system at a higher level，giving full play to government functions to build a good business environment，accelerating the introduction and training of high-quality talents，and accelerating the construction of a talent highland in the Greater Bay Area.
