Skilled labor plays an important role in the economic and social development of Germany. In 2022，the average annual number of job vacancies in Germany reached the highest level in the last decade，and the labor market was beginning to show an increase in demand and a decrease in the supply of skilled labor. Due to demographic development，digitalization and decarbonization，the German labor market will face huge changes，and the shortage of skilled labor will become more and more acute. In October 2022，the German federal government launched a new skilled labor strategy，hoping to create a contemporary vocational education，introduce targeted advanced training，increase labor potential and employment participation，improve job quality and change the work culture. It also introduced a modern immigration act aiming at effectively responding to the shortage of skilled labor in the new era and to the recent changes in the labor market. Civil society affirmed the need for the new strategy and stressed the urgency of the shortage of skilled labor；it also offered different opinions and suggestions on the specific measures proposed in the strategy.
