中国钢铁产业低碳发展报告

本报告基于中国钢铁产业的发展历史和现状,分析了中国钢铁产业的低碳发展特点、政策措施以及未来的发展趋势。中国钢铁产业进入高质量发展阶段以来,能源利用效率逐步提高,技术创新不断结出硕果,数字化转型步伐加快。中国政府对钢铁产业低碳发展做出明确指示,确立了2030年前实现碳达峰的目标。此外,随着需求结构发生变化,下游产业对低碳钢铁产品的需求不断增加。同时,实施差别化电力价格政策促使钢铁企业不断提升能源利用效率。废钢利用潜力有所提升,但也面临供应稳定性和质量方面的挑战,需要继续建立和完善废钢供应和管理体系。另外,我国经济的高质量发展要求提高钢铁生产工艺水平和产品质量,以打破国外技术垄断,为下游提供更多高性能产品。由于目前中国90%左右的粗钢由长流程工艺生产,因此优化高炉工艺迫在眉睫。与此同时,中国煤气基础量大,提高煤气再利用率是实现低碳发展的必要选择。未来,中国钢铁产业必将朝着绿色、低碳方向转型。

Abstract

This research is based on the historical development and current status of the Chinese iron and steel industry,summarizing the characteristics of low-carbon development in the industry,Chinese government policies and measures related to the steel industry,and future development trends. As the Chinese iron and steel industry enters a phase of high-quality development,its energy efficiency has gradually improved,technological innovations have achieved significant accomplishments,and the pace of digital transformation has accelerated. The Chinese government has provided clear directives for the low-carbon development of the iron and steel industry,establishing the goal of achieving carbon peak by 2030. Additionally,due to changes in demand structure,downstream industries are continuously increasing their demand for low-carbon products. The implementation of differentiated electricity pricing policies has prompted steel enterprises to continuously improve energy efficiency. Moreover,there is potential for increased utilization of scrap steel,but it also faces challenges of supply stability and quality,necessitating the establishment and improvement of a scrap steel supply and management system. The high-quality development of China’s economy demands the improvement of steel production processes and product quality,to break foreign technological monopolies and provide downs-tream industries with more high-performance products. Currently,around 90% of China’s crude steel is produced using long process routes,making it imperative to optimize blast furnace processes. Furthermore,due to the significant volume of blast furnace gas in China,increasing its reuse rate becomes a necessary choice for achieving low-carbon development. In the future,the Chinese steel industry will undoubtedly undergo a transformation towards greener and low-carbon practices.
