面对复杂多变的国际局势和经济、社会与科技发展出现的新挑战，法国根据“法国2030”计划与“高等教育战略和国家研究战略”对当前的高等教育与研究进行了顶层设计。改革围绕学生定向与成功和弱势学生职业融入的问题，推进《研究规划法》与建立“大学创新集群”，深度参与欧洲高等教育与研究计划，以及坚持积极的留学教育政策四个维度展开。这反映出法国高等教育改革以学生为本，注重高等教育的公平性与可持续性；强化科研创新，满足高等教育研究服务社会重大关切的需求；坚持对外开放，积极融入欧盟各项计划和提升高等教育国际吸引力的发展路向。
Facing a complex and evoluing international setiing and the new challenges arising from the development of economy，society and science and technology，France has carried out a top-level design to reform higher education and research institutions according to the France 2030 plan and the Higher Education Strategy and National Research Strategy. The reforms are organized around four dimensions：enactment of the Law on the orientation and success of students and inclusion of disadvantaged students in higher education，promotion of the Research Programming Act and the initiative of “university innovation clusters”，deeper participation in integration of European higher education and the opening-up policy to attract international students. These reforms reflect the development trends of French higher education：focus on students and promoting fairness and sustainability of higher education；serving major needs of society by enhancing scientific research and innovation. These reforms are also actively integrated into EU programs and aim to enhance the international attractiveness of French higher education.
