受本土能源资源限制和国内国际环境的双重影响,法国决定大力发展核能。法国从20世纪40年代起开始研发核技术,70年代奠定了以核能为中心的能源政策,80年代核能已成为法国的主力能源。在建设核能体系期间,法国对核能政策进行了降速、关停和重启三次调整。为保障核燃料供应链的安全稳定,法国注重天然铀进口来源的多样化,在全球布局铀供应链,主要通过欧安诺(Orano)公司在非洲、美洲、亚洲等地区开设分公司从事铀探勘、开采、生产等经营活动来获取铀。法国长期以来坚持核能政策,如今在能源危机之下宣布重返核能,从各方面为核电工业发展扫清障碍、促进本土核能产业振兴,并再一次强调能源自主。这些举措将加强法国与中国在民用核能领域的合作,深化法中关系。法德关于能源的分歧或将加剧法德轴心分离。法国核反应堆关停造成的能源不足在短期内或将加剧欧洲电力供应紧张,欧盟对核能态度的转变有可能促进法欧在核电领域的进一步合作。
The combination of local energy resource constraints and the domestic and international environment has led France to decide for a major effort to develop nuclear energy. France began developing nuclear technology in the 1940s,laid the foundations for a nuclear power-centered energy policy in the 1970s and nuclear energy became its main source of energy in the 1980s. During the construction of the nuclear energy system,France adjusted its nuclear energy policy three times,going through deceleration,shutdowns and relaunch,successively. In order to guarantee the security and stability of the nuclear fuel supply chain,France has come to diversify the sources of natural uranium imports and establish a global uranium supply chain,with subsidiaries of Orano engaging in uranium exploration,mining,production and other operational activities in Africa,the Americas,Asia and other regions. In the face of the energy crisis,France,a longtime champion of nuclear power,has now announced a big return to nuclear energy,removing obstacles to the development of the nuclear power sector and promoting its all-round revitalisation,and re-emphasising energy autonomy. Such stance will likely strengthen its cooperation with China in the field of civil nuclear energy and deepen Franco-Chinese relations. The Franco-German divergence on energy may exacerbate the discord of the Franco-German axis and the energy shortage caused by the shutdown of French nuclear reactors may accentuate the electricity supply crunch in Europe in the short term. Still,changes in the EU’s position on nuclear energy is likely to result in enhanced cooperation between France and its European partners in the field of nuclear power.
