关岛是近代殖民史上太平洋地区最古老的殖民地之一。因关岛及其人民一直未能拥有合法的政治地位和公民身份,20世纪上半期,关岛原住民曾多次开展公民权请愿活动,以寻求获得美国公民身份。经过近半个世纪的努力,1950年《关岛组织法》得以出台。然而,《关岛组织法》并未从根本上解决关岛及其人民的政治地位和公民身份问题,反而不断割裂原住民群体的生存纽带。《关岛组织法》颁布后,频繁的军事活动和涌入的大量移民,不断压缩关岛原住民的生存空间,从而激发了他们为维护民族权益的团体性抗争。
Guam is one of the oldest colonies in the Pacific in modern colonial history. The indigenous people of Guam have not been able to have legitimate political status and citizenship. In the first half of the 20th century,the indigenous people of Guam launched many citizenship petitions to seek American citizenship. After overhalf a century’s efforts,the Organic Act of Guam was promulgated in 1950. However,the Organic Act of Guam did not fundamentally address the political status and citizenship of Guam and its people,but rather continued to sever the survival bonds of indigenous people. On the contrary,after the promulgation of the Organic Act of Guam,frequent military activities and the influx of a large number of immigrants continued to compress the living space of the indigenous people,thus stimulating their collective struggle to safeguard national rights and interests.
