日本在RCEP谈判中构建制度性话语权的动因与其综合外交战略规划紧密相关,涉及经济、政治、外交的不同层面。路径包括规则性话语权和关系性话语权两个方面,前者突出体现在建章立制上采取的措施,而后者重点在拉近与印度及东盟国家关系上所做的努力。日本在RCEP谈判中构建制度性话语权的行动取得了一定效果,有助于其提升国际影响力和构建符合日本利益的地区经贸秩序,但同时日本也做出了一系列让步,体现出其构建制度性话语权的限度。日本在RCEP谈判中制度性话语权的构建对思考和提升中国在国际经贸秩序中的制度性话语权具有一定的启示和借鉴作用。
The motivation of Japan’s institutional discourse right in the RCEP negotiations is closely related to its comprehensive diplomatic strategic planning and touches different aspects;such as economy,politics,and diplomacy. The path includes the right of discourse on rules and the right of relational discourse. The former highlights the measures taken to establish rules and regulations,while the latter focuses on promoting relations with India and ASEAN countries. Japan’s action to enhance the institutional discourse right in the RCEP negotiations has achieved certain results,which has helped it enhance its international influence and build a regional economic and trade order in line with Japan’s interests. However,at the same time,Japan has also made a series of concessions,reflecting the limit of building the institutional discourse right. The validity of Japan’s institutional discourse right in the RCEP negotiations has a certain enlightenment and reference role in thinking about and enhancing China’s institutional discourse right in the international economic and trade order.
