国家教育数字化转型战略行动的推进为新时代在线教育生态体系建设与改革带来了新动能。数字技术与在线教育融合创新不断深入,以数字化推动数字教育资源的融合共享,赋能教育教学和教育治理,推动高等继续教育的教育治理体系和治理能力现代化,具有重要的社会意义。江苏开放大学作为服务学习型社会建设和全民终身教育体系构建的主力军,以数字化赋能教育大数据治理体系建设,破解高等教育大数据治理的关键瓶颈,围绕基于数据基座的教育治理体系建设框架、实践路径和治理成效等方面开展了有益的探索,从技术和组织层面提出了高等继续教育数据治理的实践模型,形成了服务江苏全民终身学习型社会的办学能力和服务范式,促进了教育数据治理体系的协同式发展。
The advancement of the national education digital transformation strategy has injected new momentum into the construction and reform of the online education ecosystem in the new era. The integration and innovation of digital technology and online education have been deepening continuously,leveraging digitalization to promote the integration and sharing of digital educational resources,empower educational teaching and governance,and facilitate the modernization of the governance system and capacity in higher continuing education. These developments hold significant social importance. As a leading force in the construction of a service-learning-oriented society and the establishment of a lifelong education system for all,Jiangsu Open University has harnessed digitalization to empower the construction of an educational big data governance system. It has successfully addressed key bottlenecks in higher education big data governance by exploring valuable aspects such as the framework,practical pathways,and governance effectiveness of an education governance system based on a data foundation. From both technological and organizational perspectives,a practical model for data governance in higher continuing education has been proposed,resulting in the development of the university’s capabilities and service paradigm to serve a lifelong learning society for all in Jiangsu,thereby promoting the collaborative development of the educational data governance system.
