碳达峰是城市高质量可持续发展的必然结果,城市碳达峰研究就是对城市可持续发展要素关系的研究。本文首先对2022年世界能源蓝皮书中的城市绿色发展与碳排放达峰指数进行了优化,构建基于AHP模型的中国城市可持续发展综合指数、基于DEA模型的中国城市可持续发展效率分析和基于Mann-Kendall模型的中国城市碳排放趋势评估等量化模型,完成中国城市达峰指数的构建,然后构建了基于政策动量和市场动量的中国城市达峰动量全景图框架,并从政策、技术、碳交易市场、金融和企业等微观视角对我国各省份进行了趋势和结构分析。研究结果显示,城市发展水平落后和能源结构不合理的区域将面临较大的碳排放达峰压力,市场动量对城市碳达峰具有重要意义,本文基于此提出了相关政策建议。
Carbon peaking is the inevitable result of high-quality and sustainable urban development,and the study of urban carbon peaking is a study of the elemental relationships of urban sustainable development. This article optimizes the index of urban green development and carbon emission peaking in the 2022 blue book report. It constructs quantitative models based on the AHP model for the comprehensive index of sustainable development of Chinese cities,the DEA model for the efficiency analysis of sustainable development of Chinese cities,and the Mann-Kendall model for the analysis of carbon emission trends of Chinese cities. The construction of the carbon peaking index of Chinese cities is completed. Furthermore,it constructs a panoramic framework of China’s urban carbon peaking momentum based on policy momentum and market momentum. Finally,a trend and structural analysis of China’s provinces and cities is conducted from the micro perspectives of policy tools,carbon technology,carbon market,green finance,and carbon enterprises. Research results indicate that regions with lagging urban development and an unreasonable energy structure will face significant pressure to achieve carbon emissions peak. The market dynamics are of great significance for urban carbon peaking,based on which relevant policy recommen-dations have been proposed.
