可再生能源比例上升对电力系统稳定性的影响及电力系统应对

在碳达峰碳中和以及电力需求快速增长的背景下,可再生能源发展迅速,以光伏、风电等新能源为主体的可再生能源发电易受环境因素影响,用电高峰时段保供应、低谷时段保消纳的矛盾日益突出。在夏季负荷高峰期间,风电出力少,光伏晚高峰出力基本为零,而在高温用电负荷激增、电网调节能力本身已趋极限的情况下,新能源较大的随机性、波动性和间歇性会进一步影响电力系统稳定性。本文研究分析可再生能源比例上升对电力系统稳定性的影响,并提出电力系统应对策略,主要包括建立精准的电力系统供需预测体系、建设能源互联网促进高比例新能源消纳、提高电力系统灵活性以及建立适应新型电力系统的电力市场化机制等。

Abstract

In the context of peak carbon neutrality and rapidly increasing demand for electricity,renewable energy is developing rapidly. Renewable energy generation with photovoltaic,wind power and other new energy as the main body is vulnerable to environmental factors,the contradiction between ensuring supply during peak hours and ensuring consumption during low hours is becoming increasingly prominent. During the summer load peak,the wind power output is less,and the photovoltaic evening peak output is basically zero. In the case of the surge of high temperature power load and the regulation capacity of the power grid itself has reached the limit,the greater randomness,volatility and intermittence of new energy will further affect the stability of the power system. This paper analyzes the impact of the increasing proportion of renewable energy on the stability of power system. At last,the countermeasures of the power system are put forward,which mainly include the establishment of accurate power system supply and demand forecasting system,the construction of energy Internet to promote the consumption of a high proportion of new energy,the improvement of the flexibility of the power system and the establishment of electricity marketization mechanism to adapt to the new power system.
